Job Description

The Department of Theology at Franciscan University of Steubenville (FUS) invites applications for a full time, non-tenured track position for the Study Abroad Program in Austria to begin January 2013. The Study Abroad Program is a mission oriented program that operates out of a renovated 14th century monastery in Gaming, Austria. The successful candidate must possess a Ph.D. in dogmatic or moral theology (or S.T.D.) at the time of employment and be committed to excellence in teaching, scholarship, and service, and support the Mission of the university. At least 5 years teaching experience preferred and any administrative experience is an additional benefit. Looking for a minimum 3 year commitment and a willingness to assist in University led excursions. This position pertains to the Study Abroad Program alone with no guarantee transfer to main campus in Steubenville, Ohio. Facility in the German language strongly desired.

Novartis defends flu vaccines after Italian ban

ZURICH (Reuters) - Swiss drugmaker Novartis said flu vaccines that Italy has banned from sale are safe and it does not expect other countries to take similar action.

Italy banned four anti-influenza vaccines produced by Novartis on Wednesday pending tests for possible side effects after small particles were found in some of the injections.

Chief executive Joseph Jimenez defended the vaccines on Thursday after Novartis reported third-quarter sales that missed forecasts, as the strong dollar and the loss of its U.S. patent for top-selling blood pressure drug Diovan took a toll.

He said the drugs posed no risk to patients' safety, despite the presence of small particles.

Asked whether the manufacturing glitch in Italy was the latest in a series of quality control problems, Jimenez said: "I do not think that is the case."

Manufacturing problems have posed a headache for Novartis this year as it tried to resolve quality issues at U.S. manufacturing sites for its Consumer Health and Sandoz divisions.

Jimenez, who sent a memo to staff earlier this year stressing the need to boost quality, said he did not know how long the Italian investigations would last and declined to comment on its potential cost to the company.

The Swiss health watchdog suspended deliveries of two vaccines due to "possible impurities," on Wednesday, but Jimenez said he did not expect other countries to take action although he could not rule it out.

Austria's health ministry recommended switching to alternative products as a precautionary step on Thursday, but did not ban Novartis's flu vaccines.

Later on Thursday, Germany's vaccination agency said Novartis had agreed to recall some of its Begripal and Fluad flu vaccines as a precautionary measure.

Some analysts see Novartis' vaccine division as a problem area, whose hopes hinge on the successful European approval of Bexsero, a vaccine against meningococcal B disease.

Sales in the unit fell 11 percent in the third quarter, hit by lower northern hemisphere flu sales.

"Vaccines were very weak, more so than our already pessimistic forecast, and remain a drag," said Deutsche Bank analysts in a note. "Delayed shipments and lower flu sales, are continuing to place investor focus on this problem area for the company."

Shares in Novartis were 0.7 percent lower at 56.80 francs at the close of Thursday trading, compared with a 0.3 percent firmer European Healthcare index.

Third-quarter sales fell 7 percent to $13.81 billion, compared with a forecast for $14.03 billion in a Reuters poll.

Sales at Sandoz fell 13 percent to $2 billion, hit by growing competition for enoxaparin, a copycat version of blood thinner Lovenox originally produced by Sanofi.

The consumer health division also suffered from manufacturing problems at its Lincoln site, which has annualized sales of $1 billion. Novartis said it was taking longer than expected to restart commercial production.

Net income of $2.48 billion was similar to a year ago, as sales of its newest products such as multiple sclerosis pill Gilenya and breast cancer drug Afinitor helped offset declines in older products.

Sales of Diovan, which went off patent in the United States on September 21, fell 32 percent in the third quarter to $969 million.

Oxygen's ups and downs in early atmosphere and ocean

ScienceDaily (Oct. 23, 2012) ? Most researchers imagine the initial oxygenation of the ocean and atmosphere to have been something like a staircase, but with steps only going up. The first step, so the story goes, occurred around 2.4 billion years ago, and this, the so-called Great Oxidation Event, has obvious implications for the origins and evolution of the first forms of eukaryotic life. The second big step in this assumed irreversible rise occurred almost two billion years later, coinciding with the first appearances and earliest diversification of animals.

Now a team led by geochemists at the University of California, Riverside challenges the simple notion of an up-only trend for early oxygen and provides the first compelling direct evidence for a major drop in oxygen after the first rise.

"Our group is among a subset of scientists who imagine that oxygen, once it began to accumulate in the ocean-atmosphere system, may have ultimately risen to very high levels about 2.3-2.2 billion years ago, perhaps even to concentrations close to what we see today," said Timothy Lyons, a professor of biogeochemistry and the principal investigator of the project. "But unlike the posited irreversible rise favored by many, our new data point convincingly to an equally impressive, and still not well understood, fall in oxygen about 200 million years later."

According to Lyons, this drop in oxygen may have ushered in more than a billion years that were marked by a return to low-oxygen concentrations at Earth's surface, including the likelihood of an oxygen-free deep ocean.

"It is this condition that may have set the environmental stage and ultimately the clock for the advance of eukaryotic organisms and eventually animals," he said.

Study results appear online this week in the Proceedings of the National Academy of Sciences.

"The time window between 2.3 and 2.1 billion years ago is famous for the largest and longest-lived positive carbon isotope excursion in Earth history," said Noah Planavsky, a recent Ph.D. graduate from UC Riverside, current postdoctoral fellow at Caltech, and first author of the research paper.

He explained that carbon isotopes are fractionated during photosynthesis. When organic matter is buried, oxygen is released and rises in the biosphere. The burial of organic matter is tracked by the positive or heavy isotopic composition of carbon in the ocean.

"Some workers have attributed the carbon isotope excursion to something other than organic burial and associated release of oxygen," Planavsky said. "We studied the sulfur isotope composition of the same rocks used for the carbon isotope analyses -- from Canada, South Africa, the U.S., and Zimbabwe -- and demonstrated convincingly that the organic burial model is the best answer."

The researchers' sulfur data point to high sulfate concentrations in the ocean, which, like today, is a classic fingerprint of high oxygen levels in the ocean and atmosphere. Sulfate, the second most abundant negatively charged ion in the ocean today, remains high when the mineral pyrite oxidizes easily on the continents and is buried in relatively small amounts in the oxygen-rich ocean.

"What is equally impressive is that the rise in oxygen was followed by a dramatic fall in sulfate and therefore oxygen," Lyons said. "Why the rise and fall occurred and how that impacted the billion years or more of ocean chemistry that followed and the life within that ocean are hot topics of research."

The research team is thrilled to have found strong chemical evidence for oxygen variability on the early Earth.

"The idea that oxygen levels at Earth's surface went up and down must be vital in any effort to understand the links between environmental and biological evolution on broad, geologic time scales," Planavsky said.

He and Lyons were joined in the study by Andrey Bekker at the University of Manitoba, Axel Hofmann at the University of Johannesburg and Jeremy Owens at UCR.

The NASA Exobiology Program supported this research. A National Science Foundation (NSF) Graduate Research Fellowship and a postdoctoral fellowship from the NSF Division of Earth Sciences covered Planavsky's salary.

Microsoft Surface: Now the 32GB with Touch Cover sells out in UK

On Monday the basic 32GB version of Microsoft's new Surface tablet sold out on pre-order in the UK. It has now been joined by the 32GB model with Touch Cover.

Earlier this month Microsoft said a "limited quantity" of the tablets would be available for pre-order, and as of Tuesday?its pre-order page is listing the 32 GB with the black cover-and-keyboard Touch Cover as "temporarily sold out".

Only the 64GB model with black Touch Cover is currently available for pre-order in the UK, while the only accessories that can be bought through the UK store are the white Touch Cover (other colours appear to have sold out) and the Type Cover.

Surface
The 32GB Surface tablet with or without keyboard has now sold out for pre-orders in the UK.

In contrast, the US site is still offering all versions of the Surface: the basic, cover-free model is listed as having a three week-wait for delivery, with a one-to-two week wait for the other models. The white, red, cyan and magenta Touch Covers, as well as the Type Cover, are all also still available on the site too.

The French and German online stores are also still showing full stock although they are not offering all colour options for the covers.

Microsoft would not say how many Surfaces been made available for pre-order in the UK, or whether it was planning to sell the devices through retailers in the UK after its official launch on 26 October.

Microsoft chairman Bill Gates has described Windows 8 as "an absolutely critical product" for the company, taking Windows into the world of touch and low-power devices.

"It's a big step: it's key to where personal computing is going and we're going to get software developers behind this just like we have with every big new version of Windows," he said in an interview on a Microsoft blog.

Gates also championed Microsoft's hybrid approach with the Surface. "Surface is an unbelievably great product, it's really amazing and it embodies this idea of can you get an even better tablet but that also has what you'd expect in a PC," he said.

Microsoft announces Skype for Windows 8: full-screen calls, push notifications and People Hub integration

With Windows 8 going on sale in just four days, Microsoft is doing a sensible thing and releasing a version of Skype optimized for Win 8. As you'd expect, Skype for Windows 8 has the same overarching look and feel as other apps, which is to say you can swipe from left to right to see different categories, such as recent activity, favorites and a complete contacts list. But the integration with Windows 8 goes a little deeper than that. Just as you can pinch your Live Tiles to zoom out and make them easier to navigate, you can use semantic zoom to sift through a long list of contacts. And, because Skype runs in the background, you can set up your Start Screen so that the Skype Live Tile shows notifications for things like missed calls. Additionally, Skype is now baked into the People Hub, so that someone's Skype handle shows up alongside other forms of contact, like an email address or phone number.

The in-call experience has also been modified to take advantage of certain features in Win 8. For one, you can link your Skype and Microsoft account, so that when you log into your system using your Microsoft ID, you'll already be logged into Skype. While on a call, you can conduct video chats using the whole screen, at which point chat messages from that person will show up as text bubbles on the side of the screen. At any time, you can swipe to see other recent activity, which could be handy if you're juggling multiple IM conversations at once.

If you prefer, you can also dock Skype on the side of the screen, as you can with any other program in Win 8. With the Skype chat taking up just a third (or two thirds) of the screen, you can use that remaining real estate for an IM chat within Skype, or maybe a web search. Lastly, if you return to the home screen, there's a large phone icon up top where you'll find the dialer, whose number pad allow your fingers plenty of room to hit the right keys. You'll see your balance listed there, too, in the event you're not planning on making a free call to another Skype user. That's our quick summary of what's new, but if you like you'll soon be able to experience it for yourself: the app will be available for free in the Windows Store on October 26th.

people thought that cigarette smoking could bring relaxation and could lessen anxiety, it also brings

Slowly quit from vices especially smoking.

To quit smoking abruptly might bring uneasiness and other problems to the
person because the body?s coping mechanism may not be able to adjust
immediately. So, it would be best to reduce usage until one is able to live without it
already.

Stop worrying because worries can never solve anything.

Free your mind from anything that may cause troubles and burdens. If
problems are encountered, let your mind look for solutions but try not to indulge
yourself too much. Because you will never be able to solve it if you will add another
problem, especially if it pertains to your health.

Try to have a general checkup at least once a year

This would keep you updated on your health status and it will help to
immediately treat any diagnosed ailment.

Just simply be happy.

(AP) ? A Jordanian soldier was killed in clashes with armed militants trying to cross the border into Syria on Monday and sectarian clashes overnight in Lebanon left four dead as Syria's civil war spilled into neighboring countries.

Jordanian Information Minister Sameeh Maaytah said the soldier was the first member of the country's military to be killed in violence related to Syria's civil war. He died in clashes with militants trying to illegally enter Syria to join rebels fighting President Bashar Assad's regime. Maaytah did not say whether the militants were Jordanians or foreign fighters trying to jump into the fray in the neighboring country.

A statement by the Jordanian military said the soldier was killed in a shootout with a group of eight suspected militants armed with pistols and machineguns. Jordanian troops detained the suspected gunmen and authorities are questioning them, the statement said.

In Washington, State Department spokesman Mark Toner blamed Syria, saying "the onus for this kind of violence rests squarely on the Assad regime."

A number of foreign Islamists have been fighting in Syria alongside the rebels. Jordan's banned Salafi movement ? which promotes an ultraconservative brand of Islam ? has sent several fighters to Syria in past months and Jordanian border patrols have caught some of them recently.

In Lebanon, troops launched a major security operation to open all roads and force gunmen off the streets, trying to contain an outburst of violence set off by the assassination of a top intelligence official who was a powerful opponent of Syria. Sectarian clashes overnight killed at least two people.

Sporadic cracks of gunfire could be heard in the Lebanese capital as troops began the operation a day after the funeral for the slain official, Brig. Gen. Wissam al-Hassan.

Opponents of Syria have blamed the regime in Damascus for the al-Hassan's killing in a Beirut car bomb on Friday. With Lebanon already tense and deeply divided over the civil war next door, the assassination has threatened to drag the country back into the kind of sectarian strife that plagued it for decades ? much of it linked to Syria.

In the Lebanese capital, soldiers backed by armored personal carriers with heavy machine guns took up position on major thoroughfares and dismantled roadblocks. At times, troops exchanged gunfire with Sunni gunmen.

Al-Hassan was a Sunni who challenged Syria and its powerful Lebanese ally, the Shiite militant group Hezbollah. The uprising in Syria is dominated by the Sunni majority fighting Syrian President Bashar Assad, who like many in his regime is a member of the Alawite sect ? an offshoot of Shiite Islam. Lebanon and Syria share similar sectarian divides that have fed tensions in both countries.

Most of Lebanon's Sunnis have backed Syria's mainly Sunni rebels, while Lebanese Shiites tend to back Assad.

The assassination has imperiled Lebanon's fragile political balance. Many politicians blamed Damascus for the killing and angry protesters tried to storm the government palace after al-Hassan's funeral on Sunday, venting their rage at leaders they consider puppets of a murderous Syrian regime. But were pushed back by troops who opened fire in the air and lobbed volleys of tear gas.

Meanwhile, cease-fire efforts by U.N. and Arab League envoy to Syria Lakhdar Brahimi appeared to be faltering.

Syria's state-run news agency SANA said Damascus supports the truce proposal, but would not commit to halting fire during a four-day Muslim holiday until Western countries and their Gulf allies stop supporting rebels and halt their weapons supplies to the anti-regime fighters.

Brahimi met with Assad in Damascus on Sunday as part of his push for a cease-fire between rebels and government forces for the Eid al-Adha holiday, which begins Oct. 26. He told reporters following a closed-door meeting that he also had held talks earlier with opposition groups inside and outside the country and received "promises" but not a "commitment" from them to honor the cease-fire.

SANA said Assad assured Brahimi that he supported his effort, but that any political solution to the conflict must be "based on the principle of halting terrorism, a commitment from the countries involved in supporting, arming and harboring terrorists in Syria to stop doing such acts."

EU foreign policy chief Catherine Ashton urged the international community to support Brahimi and his cease-fire proposal. Ashton toured the Zaatari refugee camp Monday, the first day of her five-day visit to the Middle East.

Jordan hosts around 210,000 Syrian refugees ? the largest number in the region, according to the U.N. refugee agency. The Zaatari camp is home to some 35,000 Syrians.

More than 33,000 people have been killed since the uprising started in March last year.

Syrian authorities blame the revolt on a foreign conspiracy and accuse Saudi Arabia and Qatar, along with the U.S, other Western countries and Turkey, of funding, training and arming the rebels, whom they describe as "terrorists."

Hell, I?ll even admit that I?m guilty tossing this particular piece of marketing terminology around all too frequently, as I?ve mentioned it recently on my own site, for articles on my company blog, and in the posts I write for various industry websites.

But what is content marketing really, and why can?t anyone online seem to shut up about how important this new strategy is for digital marketers?

In fact, there are a number of different definitions out there that attempt to explain what content marketing is. According to Wikipedia, we hear that:

?Content marketing?is an umbrella term encompassing all marketing formats that involve the creation or sharing of content for the purpose of engaging current and potential consumer bases. Content marketing subscribes to the notion that delivering high-quality, relevant, and valuable information to prospects and customers drives profitable consumer action.?

Next up, Jason Falls of Social Media Examiner?offers the following definition, which provides more detail on the various concrete elements involved in content marketing (in contrast to the business jargon thrown out by Wikipedia):

?Content marketing?is using any type of content (newsletters, blog posts, white papers, videos, Tweets, podcasts, wall posts) to attract an audience you wish to market to. Capturing their attention through great content gives you the opportunity to present calls-to-action to them to purchase or try your product or service.?

And finally, Sam Decker of Mass Relevance provides the following description of this now-prominent digital marketing technique:

?Content Marketing?is creating or curating non-product content?be it informational, educational, entertaining, etc.?and publishing it to contact points with customers to get their attention, to focus on the topic around your solution, and pull them closer to learning more about you.?

From these definitions, we can infer that content marketing involves two primary objectives:

  1. Publishing high-quality, non-product content, and
  2. Using this content to build relationships with your customer base.

Let?s look at each of these two elements in more detail?

Without this ?high-quality, non-product content,? content marketing couldn?t exist (obviously). Because content marketing is based on the idea that people will be more likely to share good content pieces and form a good opinion of the companies that release these marketing materials, it?s easy to see why mediocre content simply won?t cut it.

If you distribute sub-par or average level content, who?s going to take the time to pass these materials on to their friends and family members? Certainly, you?ve read plenty of ?bare bones? articles that provide only surface-level knowledge on the subject at hand.? How often did you go out of your way to share these content pieces with others?

At the same time, content marketing materials must be published free of charge (as in, not released as part of a paid product) in order for the viral nature of content marketing to function effectively. While you can use your content marketing pieces to introduce readers to a sales funnel, releasing them in paid product form creates a significant barrier to person-to-person online sharing.

Considering these qualifications, it?s easy to see why practitioners of content marketing tend to stick to a few standard formats when releasing new marketing materials. The most common types of content marketing pieces you?ll see include:

  • Downloadable ebooks, guides, or ?manifestos?
  • Case studies and white papers
  • Infographics and instructographics
  • Youtube videos
  • Extensive (2,000+ word), high-value blog posts

As mentioned above, the distribution of these content pieces helps you to build relationships with your customer base. When you go to the trouble of releasing high-value information products for free, you both expand the reach of your brand?s name (as a result of the viral sharing that often occurs with free, high-value pieces) and improve your customers? perception of you as a leader within your industry.

As such, content marketing is a type of ?inbound marketing,? a phrase that?s often used to distinguish new authority-based marketing tactics from their old-school, ?outbound marketing? counterparts.

Outbound marketing techniques involve (as their name suggests) reaching out to new customers in order to interest them in your brand. In the past, companies utilizing outbound marketing strategies might have called targeted leads, sent direct mail pieces to carefully curated mailing lists, or purchased TV advertising spots during the hours that were most likely to reach their target demographics.

And while these methods were and still are, to some extent, successful in forming new customer relationships, inbound marketing techniques like content marketing can bring about the same results for substantially less time and effort.

To see just how successful content marketing can be, take a look at any of the case studies out there. In particular, take a look at Mint, a personal finance tool that utilized the distribution of infographics and other content marketing pieces to grow large enough to garner a $170 million buyout offer from Intuit. Or check out the example of Coca Cola, which aims to double its business by the year 2020 through the use of content marketing promotions.

But although these examples are exciting, there?s something about all the recent fervor over content marketing that always leaves me cold. After all, if content marketing is all about building exceptional value in order to connect with customers, what makes it so different than, say, the way you should be running a website anyways?

In fact, content marketing isn?t new. The principles that make this technique so successful are the same things that have made websites, and, indeed, businesses in general?successful from the earliest days of the Web. It?s not exactly a new market innovation to say that delivering good content will help you to form stronger connections with potential customers. That?s pretty much what every white-hat Web expert has been saying since the dawn of the Internet.

But what is new is that content marketing is increasingly becoming one of the only strategies to produce consistently good results in the face of widespread search engine algorithm changes.

In the past, it was widely acknowledged that content marketing works, but at the same time, similar results could be achieved and sustained using link schemes and other grey hat techniques. And so, for many webmasters, the question became, ?Why invest time and money into producing high-value content pieces when I can get the same amount of traffic from a few forum links or link wheels??

Sure. Not everyone took these shortcuts. But enough webmasters chose to cut these corners that the search engines have found it necessary to reign in rampant SERPs manipulation with algorithm updates like the recent Panda and Penguin changes.

As I doubt we?ve seen the last of these low-quality crackdowns, it?s becoming increasingly obvious that content marketing isn?t just the latest technique to gain favor amongst SEOs.?It?s one of the few strategies left that offers both good business results and protection from future search engine changes.

If you?re ready to start taking advantage of the power of content marketing, there are plenty of tutorials out there that will give you step-by-step processes to follow in order to launch these campaigns. However, keep in mind that content marketing isn?t some dense, inaccessible piece of marketing mumbo jumbo. Focus on providing your customers with the types of high-value, free content pieces that meet their stated needs, and then test and tweak your results as you go. The benefits you see will be more than worth your efforts!

Landscape
Ylcea is not a terribly big continent, and the climate in Id-Heren is much the same as that of Spelheim. The land, on the other hand, is far less fertile, and water more scarce ? the vast majority of rivers draining from the Teeth flow south, away from Id-heren. Correspondingly, most of the trees in this country are coniferous evergreens.

The Teeth are a gigantic mountain chain of dark treacherous peaks, continuing some distance into the sea. The tips are always coated with a white layer of snow, while the lower slopes are inhabited by vicious dragons. Not many safe passages exist, and they shift with each passing of seasons. The existence of the Teeth is a mixed blessing to Id-Heren ? its troubles keep Spelheim at bay.

Id-Lotei, the capital city, is located in center of the kingdom, just north of the Teeth. Citians are allowed inside no more than Id-Heran people are allowed into the City, but if one were to compare the two capitals, they would immediately note how dark and dreary Id-Lotei appears in comparison. The buildings are built out of dark pine wood and stone, and even the majestic royal palace was built out of somber Teeth rock. Contrary to appearances however, Id-Lotei is an industrious city, permeated with the noise of iron striking iron, and the stink of progression.

A hidden settlement is situated at the base of the mountains on the northern side, where hunters and scholars and soldiers have toiled for many decades in their efforts to domesticate dragons. It has only recently started to bear fruit. Id-Heren breeders are now confident enough to claim their dragons do not eat humans. They neglect to report that the beasts still like to, given half the chance.

Dragons
The dragons of Ylcea are vicious beasts the size of approximately four horses. Their fangs and claws are sharp as swords, and their powerful jaws can part a man in half with ease. The scales of the fully-grown are tough as hardened leather, and vary wildly in color. It was once thought that the beasts were immortal due to their astounding regenerative capacity ? a particular dragon was observed to grow back a complete wing over the course of a winter.

Dragons show no great intelligence, and certainly not speech. They do not breathe fire. Very few are born with wings, but these flyers have struck terror in Id-Heran (adj.) citizens for generations. If a human raises a dragon from the moment of its birth, that dragon may recognize that human as its own kind instead of prey. This is a very rare occurrence, and the dragon will still be vicious toward others.

Perhaps the most curious thing about dragons is their innate resistance to magic ? or specifically, their ability to absorb a spell?s mana before it can manifest in the world. Any magic cast near a dragon will fizzle out, and this characteristic is present to a lesser degree in their crystal-like bones, which the craftsmen of Id-Heren fashion into all manners of weaponry and charms. It is a coveted material, as the bones gradually degenerate after the dragon?s death. The breeders have found that absorbing mana reverses this decay.

People
Due to a lack of resources, Id-Heren is not as densely populated as its southern neighbor. The people live in close-knit communities, united against adversity. They possess blond or brown hair, and in general, a more subtle facial build than Citians.

Some Socharev may be found in Id-Heren, but it is not often that they brave the mountains.

Government and politics
Id-Heren is ruled by a sole monarch advised by his royal counselors. The current ruler is the 21st Saint King, and is a sovereign with a fair and merciful rule. All in his family line were worshiped by his people, but few were loved so. The northern King relentlessly expends his efforts for the sake of his country, and next to governing affairs, he has made modest contributions to the furthering of Id-Heran metalcraft.

Only the Saint King?s prayers will be heard by the Id-Heran God. Prayer by commoners is directed to their sovereign. The northern Church preaches its prophecies, but even without that, the people realize full well how the quality of life in Id-Heren rises with each generation. That fact means more to most than any amount of scripture. There is a single prophecy every Id-Herans trusts in: that it will one day throw off the yoke of its oppressors.

There are a number noble houses in Id-Heren, and each is given a province of the land to govern. Most station a number of courtiers at the capital, while the heads and direct heirs only attend the capital during the biyearly Moot.

Technology
Id-Heren is arguably more technologically advanced than Spelheim. Their understanding of gunpowder is superior, and some soldiers are trained with hand cannons instead of crossbows, primarily for intimidation. A woodblock printing press is in an early stage of development, and Id-Heran medicine trumps that of the City by far. The long history of systematic dissection and study of magic-capable bodies have granted the Northerners valuable information on the human body, though little on magic.

(AP) ? Eager to take note of signs of recovery, President Obama is drawing attention to improvements in the housing industry while keeping up pressure on Republicans to back policies the White House says would help struggling homeowners refinance their debts.

"One of the heaviest drags on our recovery is getting lighter," Obama said Saturday in his weekly radio and Internet address. "Now we have to build on the progress we've made and keep moving forward."

Obama cited an increased pace in construction of single-family houses and apartments in September. The Commerce Department said this week that last month's construction pace was the fastest in more than four years. Home sales are also up compared with last year, though sales dipped in September from August's two-year high.

With the economy still the dominant issue of the presidential campaign, Obama has been counting on voters believing that conditions are improving. But even indicators that are favorable to Obama still don't signal a strong recovery.

Obama conceded that too many mortgage holders are still under water, owing more than their homes are worth, and blamed congressional Republicans for not passing legislation he proposed in February that would lower lending rates for millions of borrowers. Republicans have objected, citing among other things the estimated $5 billion to $10 billion cost of the proposal.

Obama urged listeners to contact their members of Congress to push for the plan's passage.

"Let's be honest ? Republicans in Congress won't act on this plan before the election," Obama said. "But maybe they'll come to their senses afterward if you give them a push."

In the Republican address, Rep. Jeff Flake of Arizona said Obama had inherited a fragile economy, "but he's done little to improve it."

Flake, who is running for the Senate from Arizona, accused the Obama administration of regulatory overreach, citing examples in his own state to bar mining on certain lands, impose expensive requirements on power plants and threatening to require hotels and resorts to install lifts in pools and spas.

He called on Senate Democrats to pass a budget. "As bad as our fiscal challenges are, it's not too late," he said. "The bell has rung and it is time for us to get to work."

The state of Washington created its pet trust laws in 2001. Since then, pet owners in the state can provide for their animals by developing a pet trust which would allow for the animal?s care after the owner dies. Pet trusts are relatively easy to establish, but you will want to keep in mind these tips as you go about deciding how best to provide for your pet with a pet trust.

Select the trustee with care

The trustee is the person you choose who will manage the trust property and provide for the pet?s needs. Trustees can be anyone you like, but ideally you should always ask those whom you want to serve in this position if they are willing to do so. Also, you should find several alternate trustees to include in the trust in case one or more of them decides not to take the position. If you don?t select the trustee on your own the court will have to do that for you.

Name all of your pets

The Washington pet trusts law allows you to establish a trust to provide for the care of any pets or other domesticated animal with vertebrae. If you have multiple pets it?s important to provide for each of them by naming them as beneficiaries in the trust. You can also include provisions for offspring of the pets, but only if those offspring are alive while you are.

Select a caregiver

It?s also important to name the caregiver in the trust. The caregiver is the person or organization who actually cares for the past, and is typically separate from the trustee. The trustee will ensure that the caregiver is providing the pet with the required care, and will pay for any expenses caregiver incurs in doing so.

Under the Licensing Act 2003 young people who are sixteen or seventeen years old (we used to call these people ?youths? !) can consume alcoholic drinks on licensed premises such as a pub, bar or restaurant .

However, there are four very specific limits ?to allow this ?:

These four limits are:

1. The alcoholic drinks must be consumed whilst eating a ?table meal?. ?A bar snack, a packet of crisps or some sandwiches do not constitute a table meal ! ?So really they?ll have to be sitting down to a knife-and-fork type of event.

2. The alcoholic drinks can be wine, beer or cider. No spirits are allowed. Spirits are drinks such as whisky, gin, vodka, Alcopops and rum. Fortified wines are also not allowed (so no sherry with grandma !) . Fortified wines are wines that have had spirit added to increase their alcohol content. Some examples of fortified wines are sherry, port, vermouth and Pimms. Even if these fortified wines are diluted with non alcoholic drinks such as lemonade, water or ginger beer they are not allowed to be consumed by sixteen and seventeen year olds on licensed premises at all.

3. An adult must accompany the sixteen or seventeen year olds whilst the drinks are consumed with the table meal. This means that an adult must sit at the table with the young people. ?(?An adult is someone who is at least 18 years old)

4. The alcoholic drinks must be purchased by an adult. Under no circumstances are sixteen or seventeen year olds buy alcohol, weather they are with an adult or not as this would be illegal and both the seller and buyer could be in big trouble.

There is no upper maximum to the number of alcoholic drinks sixteen or seventeen years can consume with the table meal. However, it is an offence under the Licensing Act 2003 to supply alcohol to anyone who shows signs of intoxication.

The general purpose of these rules is to allow youngsters to enjoy alcohol responsibly and do so in the company of older (and hopefully wiser !) people.
